The Humane League is launching a new national alliance of state and local animal protection and food policy advocacy groups that include animals raised for food among their legislative priorities. The purpose of this alliance is to facilitate sharing of resources and best practices, provide trainings,  develop and coordinate strategies for public policy campaigns and provide the capacity building and support necessary for those strategies to succeed.

As the Senior Manager of the Public Policy Alliance, you will be accountable for establishing and operating this alliance. You will be accountable for developing and overseeing the alliance’s member support and recruitment strategies, hiring and managing alliance support staff, coordinating alliance members around strategic policy objectives, and publicly representing the alliance. This position reports directly to the Director of Public Policy.

This is a full-time, remote position. This position requires domestic travel, this is equivalent to approximately 3-6 trips per year. We are only able to consider applicants who reside in the United States and possess United States work authorization.

  • Developing and executing a recruitment, retention and growth strategy for the Public Policy alliance. This includes:
    • Identifying, recruiting, and developing potential leaders of new local and state-level groups.
    • Establishing and maintaining relationships with local and state-level animal protection groups and food policy groups that include farmed animal protection among their legislative priorities, and recruiting them to join the alliance.
  • Overseeing the assessment of the strategic and operational needs of alliance members, and developing strategies and programs to address those needs.
  • Play a leading role in launching new organizations that will be members of the alliance. This could include:
    • Recruiting aligned advocacy leaders to start new local or statewide organizations.
    • Facilitating the training and mentoring of the new group leaders.
    • Advising and assisting these new leaders in gathering the resources necessary to successfully launch and operate their organizations.
  • In partnership with alliance members, developing and executing the alliance’s member support strategies including hosting various events, trainings, mentorship programs, webinars, and other resources that will improve member group’s ability to effectively grow their political power and advocate for legislative change for animals raised for food.
  • Hiring, managing, developing, training, and mentoring an alliance member support team. This includes providing vision and role clarity, leadership, coaching, training, and accountability.
  • Working with direct reports to develop and implement objective performance measurements to ensure consistent, high-quality evaluation and goal-setting.
  • Recruiting experts and overseeing contract work with them in developing specialized public policy advocacy trainings.
  • Managing the planning and implementation of the alliance’s inaugural national summit and subsequent annual summits and training events, including development of content for these events.
  • Creating and managing communications platforms for the alliance, including a Slack forum, and creating communications protocols for the alliance.
  • Facilitating complex policy strategy discussions with alliance members on conference calls, online forums, and at summits.
  • Leading the development of member support team meetings, goals, and metrics to evaluate success.
  • Representing and speaking on behalf of THL and the alliance at national conferences, webinars, panels, and networking events.
  • In partnership with the Senior Manager of Public Policy Campaigns, overseeing the coordination of member groups around local, state and national public policy campaigns.
  • Advising on the development of the alliance website, and managing and overseeing updates to the website. This includes building and overseeing a resources database for local and state-level animal protection groups that will be hosted on the alliance website. This database will include but not be limited to templates for fact sheets, letters, action alerts, and blogs.
  • In coordination with the Senior Director of Capacity Building and the Public Policy Grants Coordinator, developing and advising on a grant program for alliance members.
  • Supporting the work of a 501(c)(4) advocacy entity affiliated with THL and alliance members’ public policy work. This will include tracking all time spent working on tasks for the 501(c)(4).
  • Overseeing the collection, organization, and maintenance of documentation and data on alliance member groups.
  • Tracking and reporting time spent advising on or planning lobbying activities, and potentially registering as a lobbyist, where applicable.
  • Other duties as assigned.


  • Minimum 5 years experience leading public policy campaigns related to food policy and/or animal protection, or working in a legislature on related issues, or 3 years such experience plus a JD or a graduate degree in law or a public policy-related field.
  • Experience leading policy initiatives related to food, the environment, public health, and/or animal welfare, with demonstrated intricate knowledge and comprehension of legislative and regulatory processes.
  • Exceptional policy strategist and project manager with demonstrated ability to develop and execute legislative campaign strategies and manage tactical execution to achieve results.
  • Outstanding relationship-building and interpersonal skills, with the ability to communicate directly and respectfully with colleagues and engage with a wide range of stakeholders and cultures, with a track record of effective external partnerships.
  • Strong organization and project management skills with the ability to oversee and structure complex projects, plan backwards, and ensure quality end-results are delivered on or ahead of schedule, without crises.
  • Shares The Humane League’s dedication to increasing diversity, equity and inclusion in the animal protection movement.
  • Highly proficient in using contemporary office software applications. Demonstrated ability to learn new software quickly and objectively.

Starting salary $79,900 or salary to commensurate with experience.
